No, it doesn't test for weed. If it did some teams would have to forfeit games.
Moreover a player's slate is cleaned when its a non-PED substance once they're called up, so that shouldn't be an issue for Singleton.
Exhibit A - Jeremy Jeffress, KC - 50 games for marijuana in 2007.

Section 7 - there is still no testing, nor penalties for drugs of abuse at the MLB level - unless you are convicted of possession, or trafficking.
So, next offence in MILB gets Singleton 100 game ban at MILB level, after that lifetime ban.
Ironically, though, once promoted to MLB - slate wiped clean.
