I'd need to see him improve on his BB% rate before I'd consider him more than FA/WW fodder. His K rate isn't really impressing anybody either. From 9.04 couple years ago to just 5.87 last year. wtf is up with that?

The only thing worse than being Jhoulys Chacin these days is being Gustavo Chacin, if he's still out there.
Big pass. If anyone even bids $1-$2, it's money wasted in the draft in my opinion. Let him go to waivers and see if he can somehow crack the rotation and start the year on a high note.
I mean... I'm sorry... but when there's "high risk/reward" types like Ricky Romero who are going to be $1-$4 picks, then I see no reason at all to be bothering with the likes of Jhoulys Chacin to begin the year. He's like the NL Brian Matusz- but Matusz isn't as far removed from his so called amazing potential, and Chacin never had that prospect status even attached to him. Yet, people keep giving them chances.
Unless you're in a 12-14 team NL-only league, I would definitely pass and let him fall through to waivers, and if someone spends on him during the draft.. well, their hassle and not yours until they drop him. Then you can acquire the hassle for nothing if you really still want to.
He's a wait and see guy. And you won't see much- mark my words.

For his career he's been at least okay at home (4.18 ERA, 1.41 WHIP) and stellar on the road (2.99 ERA, 1.29 WHIP) while registering 7.6 K's per 9. He's an ideal plug-and-play option for leagues with daily moves and not a bad guy for those who can't change their line-up.
My season prediction:
12-12, 3.80 ERA, 1.30 WHIP, 190 IP, 160 K's
