It would kind of help to know your roster. My gut says Hillman, but if you need WRs, my opinion could change.

Based entirely on those three guys and no other info i think i would rank them Hillman then Jeffrey then Floyd.

Jeffery is the most valuable if you need a WR, Floyd would be next choice though. Moreno has a lock on Denver backfield.

Right, I go Jeffery here too. Hillman doesn't seem big enough to be in a featured role and it's hard to see doing well in pass protection, and Moreno is in his way. Jeffery has the tools and the better QB. He's more solid WR3/flex potential though with B-Marsh there. Hillman has the same potential but more risk with more obstacles in his way, pass protection and workhorse Moreno.
