Who else is available to draft? What categories? Need more info.
Just off the top of my head I think it's Fielder. It's a shallow league and you can't afford to throw back 2 potential 1st round picks to keep Headley no matter where you can keep him. Picks 8 and 13 should allow you to pick up some more foundation players for your roster with only 10 total keeps. Draft pitching late it's plentiful in this format.

Pitching goes crazy in this draft. 18 pitchers were taken in the 1st 4 rounds last year. Categories are normal with points. Dickey is my other keeper with a last round pick. I think I can get Fielder with a 3rd round pick again this year possibly.
