Hi everyone, i have been in a Baseball Keeper League for almost 10 years, i would love to start up a hockey keeper league with the same type of premise. Problem is i dont really have any idea how to start it, So the real question is does anyone have a great set of rules or a constitution that i could take a look at to see how to go about this adventure. I love hockey and think this would be a great way to go about doing this. i have some ideas just not real sure on salary cap and everything else. I think that a rotisserie version would be better than head to head but not real sure. Any advice and help would be greatr

Here\'s ours for a Dynasty League, I recommend it for all die hard hockey fantasy fans:

Draft: • Extended Draft, 9/6/08 04:00 pm ET.
• 10 Rounds.
• Draft robot not enabled - no time limit between picks.

Player Pool: All Players.
Positions: C, W, D and G.
Transactions: • Lineups are set once for the start of each period.
Deadline is 30 minutes before gametime on the first day of the period.
• Owners may set lineups.
• Owners may not do add/drops.
• Trades must be approved by the commissioner.
• No trades can be made after the trade deadline of 11:59 pm et 2/4/09.

• Owners may make trades during the offseason.

Schedule: Weekly scoring periods, starting on Mondays, with 2 matchups per period.
Playoffs start in Period 22 and last for 6 Periods.
Fees: League Entry Fee: $

Scoring: Head-to-Head, Points Based System.
Scoring based on total stats each period.
Ties in the standings are resolved in this order: Winning Percentage, Total Points.

1. TEAMS AND ROSTERS

(a) The league consists of (12) teams.
( The twelve (12) teams will be divided into two (2) conferences of six (6) teams each.

© Each team has an Active roster of nineteen (19) NHL players:

4 [C] center
8 [W] Winger
5 [D] Defensemen
2 [G] Goalie

*(d) Each team will have a Reserve roster of no less than six (6) players.
No positions limits: Only 1 reserve goalie (ML goalies not included)

*(e) Each team will have a Minors roster (defined in Section 14 below) of no more than eight (8) NHL players. Minors players may be of any position.

*(f) Each team will have a Injured reserve roster of no more than three (3) NHL players. IR players may be of any position.

*(g) The complete roster of an team includes its Active Roster, Reserve Roster, Minors Roster and Injured Reserve. The complete roster consists of no more than thirty-six (36) NHL players.

2. ROSTERS MOVEMENT

(a) A ML player may be called up from the minors after that players opening day game without given a contract,

(cool.gif A ML player may not be sent back down to the minors unless the player is given a ELC.

© To make room on the 27 man roster, an owner must release, trade or demote an ELC.

(d) If a GNFHL team has 4 ELC players on their roster, they must sign one to a contract.

(d) Each team will have a Minors roster (defined in Section 14 below) of no more than eight (8) MLB players. Minor players may be of any position.

(e) A team may sign a ML player to a contract during the season.

(f) Once a player gets a contract promotion, he may not go backwards.
Ex: If a ML player receives an ELC, he may not receive a ML again.

(g) Once the playoffs begin a team can promote a player from the minors to the majors.

(h) When an owner sends down a ML player, the owner must post a message on the message board that the player needs an ELC contract.

(i) If a player needs to sign a ML or ELC player to a major contract during the season, the owner must post it on the message board.

(j) If a team used a ML player illegally and don\'t announce the player should have received an ELC, the player will get a ELC once the owner has been caught, don\'t matter when in the year it is.

(k) If a team already has 4 ELC player on his roster, the commissioner will give a contract to the ELC with the highest own percentage of 1 year.

(l) If the owner make a mistake and corrects it himself I will not force any penalty on the owner.

(m) If one of these moves are performed and caught during the scoring week, the commissioner will have to reverse the transaction. An owner will not be allowed to gain points off of the moves.

3. INJURED RESERVE

(a) Each team can have up to 3 roster spots for NHL players who are injured. A player placed on injured reserve will not count against the team’s active + reserve + reserve roster limit of 20 players, but the player’s salary will count against the team’s cap. This will allow teams to find a replacement without having to cut a player.

4. TRANSACTIONS

(a) teams are responsible for having vacant roster spots and contract space after any transaction is completed with their team.

(cool.gif All transactions must be completed by the Lineup in order to be effective for that scoring period. Transactions made after the Lineup Deadline will not be effective until the following scoring period. The “Lineup Deadline” is defined as 30 minutes prior to the scoring period’s first scheduled NHL game.

5. FREE AGENCY

(a) The league will use a FAAB waiver wire. (100$ for the season - to each team including playoffs)

(cool.gif FAAB will be executed on Thursday and Sunday nights.

© All players received through free agency will automatically receive a 1 year contract unless noted different. (ML or ELC)

(d) A team may not add players and sign them to ML status.

(e) If a player has 3 or more contract year, he may not be released into the free agent poll.

(f) The free agency deadline is week 21.


6. FREE AGENT ACQUISITION BUDGET (FAAB)

(a) The Free Agent Acquisition Budget FAAB) is an automated auction process to conduct add/drops. During the season, bids may be made on free agents by means of Free Agent Acquisition Budget dollars (FAAB $). Each team is given one hundred dollars ($100) for their FAAB.

(cool.gif For purposes of this Constitution the free agent pool is defined as the set of players who are members of a NHL team, in the NHL or minor league levels, but who are not: 1) on the active roster of any team 2) the reserve list of any team 3) the minors roster of an team.

© Any unlisted player acquisition will not be processed by FAAB (described in section 7 below)

(d) A free agent goes to the highest bidder. If more than one team bids the same amount on a player, and if that amount is the highest bid, the player goes to the team that is lowest in the most recently compiled weekly standings—that is, to say, the standings as of the conclusion of the games from the prior Sunday. After a team makes a successful waiver claim, it is placed at the bottom of the FAAB order. The FAAB order resets to the reverse order of the league standings at the beginning of each scoring period.

(e) The league will only have two FAAB runs every week. The runs will occur on Sunday Morning at about 1:00am, and on Thursday morning at about 1:00am.

(f) Any team may waive (release) any player on its team at any time so long as roster balance is maintained (see Subsection 7(g) above).

(g) A player that is dropped from a roster (and is therefore unowned) becomes part of the free agent pool starting immediately.

(h) For team statistics, all FAAB claims are effective as of the scoring period immediately following the appropriate Lineup Deadline.

7. UNLISTED PLAYER ACQUISITIONS

(a) An owner may acquire a player that is not listed in the CBS player availability list by submitting a request to the commissioner\'s office. The owner must provide the commissioner with the player\'s name, position and NHL team. The commissioner\'s office will verify the information provided and if the player qualifies he will be added immediately by the commissioner\'s office to the roster of the GNFHL team making the request.

(cool.gif (i) NOTE that if a drop is required as a balance transaction to make room on a roster for the unlisted player in accordance to Subsection 7© above, this information must also be provided in the request.

© (ii) In the case that multiple owners make the same unlisted player request, a first-come-first-serve priority will be assessed by the commissioner\'s office.

(d) Free Agent Unlisted players signed by teams will have a contract of 1 year dollars.

(e) (i) A Free Agent Unlisted Player will cost $1 from the FAAB budget to sign.

(f) Unlisted players dropped can be bid on immediately.

(g) (i) to claim an unlisted player on waivers, claim requests must be made to the commissioner\'s office. The FAAB tie break order will be used to determine who\'s claim will be granted.

8. TRADES

(a) From immediately after the completion of the GNFHL Draft until the Monday of the “Trade Deadline”, GNFHL teams are free to make trades. Trades are not allowed after the Trade Deadline and during the GNFHL playoffs. One week after the Stanley Cup Playoffs are over, trades will again open.

(cool.gif The offering or trading of “future considerations”, “fantasy money\", real money, draft picks or auction positions, future action, or any other consideration not explicit in the trade itself is prohibited.

(d) All trades have to be approved by the Trading Committee.

(e) Trading Committee (3 team owners and the commissioner).

(f) The Trade Committee consists of the following league owners:


(g) The Trade Committee shall only overturn trades where there is clear evidence or strong suspicion of collusion or other like behaviour or where there is undisputed and unacceptable disparity in the level of talent exchanged, having regard to all factors such as the relative teams’ competitiveness and the respective players’ skill level, age, contract status, NHL team and NHL contract status, and health.

(h) When 1 Committee member involved in the trade - 2 / 3 needed to be approved.
When 2 Committee members involved in the trade - 2 / 2 needed to be approved.

(i) All trades approval will take 2 days.

* Trade gets done on Saturday: The players involved will be in their new line-ups Monday. So trades on Sunday, players will be in their new line-ups only on the next Scoring Period.

(i) Players traded carry their contract status with them to their new GNFHL team.

(j) Off Season: Trades will not be approved by the trade committee until the league dues are received from both owners. (If owners don’t pay and quit the trade will be cancel)

(k) Every Free Agents players traded must be signed to a contract (See Section 15). This will count against the GNFHL team 3 players re-sign or contract extension limit.

9. PLAYER CONTRACTS

(a) every player on a team roster must be signed to a:

(1) contract
(2) Entry Level Contract (ELC) contract (3 years)
(3) Minor League (ML) contract

(cool.gif A max of 9 years contract may be give to a player.

© A ML player may be given an ELC before exceeding the minor league rule and placed on a GNFHL team roster.

(d) A team may not exceed 75 contract years during the season.

*(e) A team complete roster may not have more than 4 players with an (ELC).

10. POSITION ELIGIBILITY

(a) Positions are determined by statistics service CBS SportsLine.

(cool.gif A player may be assigned to any position at which he appeared at least 10 times in the NHL in the preceding season, or 5 times in the current season.

(d) If a player did not appear in 10 games at any position the preceding season or 5 games at any position the current season, he may be drafted or signed only at the position allocated to him by CBS Sportsline.

(e)The position eligibility for an unlisted player will be determined by the commissioner\'s office. An unlisted player will receive only one position eligibility.

11. MINORS DEFINITIONS AND ELIGIBILITY

(a) ML- Minor League player. A player that has 25 games played in the NHL or less qualifies as a minor league player. (Season before and in his career)

( cool.gif An ML must have been drafted in the NHL to be draft in the league. (Or playing in the NHL)

© If the ML plays more than 25 games during the season, the ML status expires after the seasons.

(d) A ML player will retain his ML status until it expires or removed by an owner.

(e) ELC: Entry Level Contract. When a player runs out of minor league eligibility he may be signed to an ELC or a contract. When a ML player is promoted during the season and then send back down, he may be signed to an ELC.

(f) When a player receives an ELC, it counts for 3 years.

(g) Any player in minors status traded will maintain their ML status with their new team.

(h) Every ML or ELC (free agent - dropped by an owner) player can be add to a roster. If not pick-up, those players will have their ML or ELC retained until it expires.

(i) If a Free Agent (FA) ML or ELC contracts expires, the player will be allowed automatically a 1 year contract.

(j) ELC contracts don't count in the 75 contract year's limit.

12. PLAYOFFS

Start: Week 22

(a) Seeding: Each conference will have 4 representatives in the post-season.

13. OFF SEASON

(a) The commissioner will reduce all contracts by 1 year, put all ML free agents players that lost their status back in the draft and also all ELC players whose contract has ran out.

( cool.gif The commissioner will accept request for rule changes until the end of the Stanley Cup Final. If the commissioner thinks they are acceptable he will put them up for a vote.

© The league needs 1 vote over 25% to decline a propose rule change.

(d) Owners are responsible for having a correct roster & meeting the correct contract years by the end of the off season.

14. ARBITRATION

(a) Owners may send players to arbitration to try to get their contract years reduced.

( cool.gif Trading committee will make the decision of the reduction.

© If the commissioner feels that one of the members of the arbitration committee is making poor decisions against other owner(s) in the league, that owner will be removed from the trading committee.

(d) Owners may file for arbitration during the Stanley Cup Playoffs only.

(e) When filing for arbitration, include stats and reasons why you want the players contract years reduced.

(f) Arbitration will not be accepted without a reason.

(g) Send all players in one email that you are filing arbitration for to the commissioner.

(h) Once a team owner files for arbitration, the arbitration committee has 3 days to vote on the case.

(i) If an owner on the arbitration committee has a player in arbitration, he may not vote on his own player.

15. RESIGN PERIOD (Monday, August 4th 2008)

(a) Owners have until (date) to resign their players.

( cool.gif Owners may give out 3 contracts per year to their free agents (FA).

( cool.gif (1) 1 contract for 1 year
1 contract for 1 year
1 contract for any amount of years.

( cool.gif (2) Each contract may be used as an extension in place of a resign.

© An owner may sign a MLFA to an ELC or a contract of any amount of years.

(d) During this period owners will be allowed to release players with 1 or 2 contract years, players that are signed to ML status & players signed to an ELC.

(e) All contracts resigns to the commissioner in 1 email, owners may make their own cuts as well.

(f) Any players that are listed with FA that are on a roster on the (date) will be released to the free agent pool.

16. DRAFT

(a) Date :

( cool.gif The draft order will be non-snaking.

© The Official draft will last (number) rounds.

(d) The draft will take place around 2 weeks before opening day.

(e) Unlisted players may be acquired through the commissioner.

(f) A team may not acquire more then the roster limit during the draft. (Last picks will be return to the free agent pool)

(g) team enters the draft with less roster spots, this team will only receive his first draft picks. This team will not be allowed to trade the rest of his picks, they will be removed and skipped during the draft.

(h) teams who are short draft picks after round 17 will continue to draft starting in round 18 using the same draft order, these picks cannot be traded.

(i) If an owner can\'t draft or be at the draft, no other GM or the commissioner can\'t draft for him. The owner has to ask a friend or someone else that is not a team owner in to draft for him.

(j) Trades are allowed during the draft.

(k) The time limit is (number) hours per pick, the commissioner has the right to change the clock if he thinks the draft will not finish on time.

(l) An owner may sign any player that is drafted to a contract of any amount of years.

(m) Contracts must be signed before (date).

(n) If a team does not post the contracts on the board before the deadline. The team will automatically lose their first 4 games (2 weeks).

(o) Waivers will not begin until all contracts are received and rosters are set.

17. SEASON

(a) The season starts with the first NHL regular season game.

18. BYLAWS

(a) The by laws can't be modified during the season.

( cool.gif Upon paying league dues an owner purchases a franchise in the GNFHL.

© There is no limit on the number of years an owner may own a team as long league dues are paid on time and stays active.

(d) New owners must accept the league rules and must pay league dues besides the dues paid to the original owner.

(e) Trash talks is welcome, but keep it trash talk, no written attacks on other owners in the league.

(f) The league is designed to be fair and competitive, owners are expected to compete even if their out of the playoff hunt. NO TANKING!

(g) Tanking may result in loss of team, loss of draft pick(s) or their ranking to be changed.
