Of which, no more than 30 players can be on a Major League team's roster. Owners may also carry a MiLB bench of 10 MiLB eligible players Minor leaguers may be added to your Major League roster so long as the 40 player max is not exceeded. In keeping with a well rounded league, I encourage all owners to carry a minimum of 5 minor league players on their team. MINOR LEAGUE ELIGIBILITY (MiLB): A player shall qualify as a Minor Leaguer until he has exceeded 130 at-bats or 50 innings pitched at the Major League level, at which time he must be moved to your Major League roster, or dropped accordingly. Additionally, any MiLB eligible player being used in your active roster. DRAFT: Initial draft will be held immediately following league fees paid in full by all owners. Draft will be 40 rounds with timer clock. Major and Minor Leaguers can be drafted at any time during the draft. Subsequent year spring draft will consist of 10 rounds to replenish your roster. ** Only players who are currently in a MLB organization may be drafted. Players drafted from the MLB first year player draft or signed internatianlly during the season can not be added to your roster until the next spring draft. 2019 Initial draft will be 40 round snake draft. 2020 and beyond will be 10 plus rounds straight draft worst to first. picks 1-10 will be reverse order of regular season standings. Tie breakers for draft picks will be the same as tie breakers for standings with the worst team getting the lower pick. KEEPERS: Each off season owners will be allowed to keep up to 30 players, of which a max of 20 MLB players can be kept. **NOTE** in the event that we have to fill several bad vacant teams during the off season the commissioner reserves the right to reduce the amount of keepers to increase the quality of the draft pool, in an effort to fill the teams. TRADES: Commissioner must approve all trades. Any owner wishing to trade draft picks must be paid in full for the next season before trade will be processed. Any owner wishing to make trades during the off season must be paid in full for the next season before the trade will be processed. PLAYOFFS: Six teams will make the playoffs. Two division winners each receiving 1st round bye's, and top 3 wildcard records will make the playoffs, with the final playoff team being determined by the best "breakdown" record who is not already included in the playoffs. Ties (including breakdown tie for final spot) will be resolved by Winning Percentage, total Points, Head 2 Head record, points against (most -> least) Pay-outs: Most Total Points (regular season) = $75 6th place = $25 5th place = $50 4th place = $100 3rd place = $150 runner up = $350 league champ = $700 CBS program fee = $150 PITCHING -- one of the few things I will try to accomplish in this league , without getting overly complicated , is keeping RP eligible starters out of the RP slot on our rosters. I will try this using two methods. 1. Encourage the use of set-up men by scoring Holds 2. ( AND PAY ATTENTION ) Any pitcher used in a RP slot will recieve a negative 10 (-10) for any GS -- games STARTED (meaning he throws the first pitch of the game for his team) during the scoring period. this rule is put in place to discourage the use of RP eligible starters. In an attempt to smooth this rule out, I have also reduced the eligibility requirements for RP only starters to get their SP eligibility, so you can use them where they belong (SP slot). By using closers and set-up men, you should never run the risk of your RP getting a start. If you choose to use a long reliever in the RP role , you do it at your own risk of him making a spot start. SCHEDULE: Schedule grievences must be brought up before the season starts. If you don't check prior to the season, thats your schedule. no changes will be made during the season.

  9. The two new owners will be apart of a mini draft with the players of the two vacant teams. This helps the new owner feel like the team is their own because they get to draft some of the players they want. I think this is an awesome option for new owners! If you have interest please email me at Thank you, Jason Rules: The catalyst for the CCL is to provide a quality and competitive fantasy baseball dynasty league that offers something different -- a set of rules that motivates 16-20 franchise owners/GMs to strategize in a familiar weekly scheme, yet within a unique yearly format. What's Different?: We aim to be a 20-Team Dynasty league that keeps 25 players annually. There will be no contracts and rosters will be 40 players deep (30-man roster minimum at all times). The 40-man roster will consist of: --16-man starting line-up --14-man bench --10 players that qualify as minor leaguers (see: Minors) Minors: Once a player exceeds ML status, they must be brought/called up immediately unless the MLB team sends the player to the Minors. In other words, no player that does not qualify as a ML player can reside in a team's minor league system, unless a MLB player is sent down to the minors. ML eligibility [600 ABs (ab's plus walks) for hitters and 100 IP or 25 game appearances for pitchers]. Teams will not be required to maintain and/or replenish their 10-man minor league system, but all teams must maintain a 30-man roster (minimum) at all times. DL: There will be an 8-player DL and players must be designated DL by MLB in order to be placed and/or remain on the DL. No minor league players can reside on the DL. Suspended players cannot reside on the DL. During September, a player also may be placed on a team's DL if he is injured (red box with cross next to his name) and has missed at least three consecutive games. Once a player comes off the DL, an owner has 72 hours to take the player off the DL. If a player is still listed in a DL spot after 72 hours, the owner of that player will be locked from making transactions until that player is removed from the DL. The Initial Draft: Commence Draft Date (tentative): Feb 1 (as long as CBS is up & running, allowing us to utilize the CBS Draft Room) Draft: 40 Rounds, with NO CLOCK (although we will ask teams to make picks ASAP when it's their turn -- AND, if necessary, we will have to turn on clock if draft takes too long and nears start of season). The draft allows you to add anyone, and this means that overseas, high school, and college players that have not been drafted by a Major League team can be drafted. Keepers: Every off-season, CCL Franchises will be allowed to retain 25 players from their roster. The 25 keepers must be turned in by January 1st of every offseason. All other players will be jettisoned into the Free Agent Pool. There will be no Rule V Draft. There will be no Free Agency. Annual Pre-Season Draft: There will be a 15-Round Draft every off-season, prior to the start of the MLB Season where franchises will be able to fill team needs & replenish rosters in order to get back to the preferred 30/10 structure. The draft allows you to add anyone, and this means that overseas, high school, and college players that have not been drafted by a Major League team can be drafted. Commencing with 2011, the draft will not "snake." Why?: This (in our opinion) is one of the essential components that makes CCL unique. Usually, pre-season drafts consist of mainly minor league draftees, however, within this format, the Annual Drafts will be essential in building rosters and filling needs, and will potentially/hopefully provide the excitement of a difference making draft every year for every franchise. NOTE: A team could choose to keep less than 25 and receive supplemental picks after Round 15 in order to fill roster and get back to 30/10, however, given our set-up, I'd be surprised if every team does not willingly keep 25 annually. NOTE: Draft Order every year is a reverse order of the previous year's standings (Please see: "Playoffs"). Conferences/Divisions: The league is made up of 2 conferences, with 2 divisions in each conference and 5 teams in each division. NOTE: There will be random realignment every off-season, in turn, shaking up all divisions and conferences. What's "The Same"/Familiar?: We are a Head-to-Head, Points Based System, Daily League. Weekly scoring periods, commencing on Mondays each week with 3 match-ups per period. Scoring: See "Scoring System" for all Batting & Pitching Categories Starting Line-Ups Consist Of: C, 1B, 2B, 3B, SS, OF, OF, OF, U, SP, SP, SP, SP, SP/RP, RP, RP To clarify, teams can have 4-5 SP and 2-3 RP active on a daily basis in order to fill the 7 pitching slots. There is a MAX of 7 pitching starts per week. If a team exceeds the MAX of 7 starts, it will receive a -20 point penalty for each start over 7. Eligibility: Players are eligible at their primary position, plus positions they've played 10 games last year or 10 games this year. Playoffs: Top 8 teams (four from each conference) make playoffs, playoffs last 6 periods (2 weeks for each match-up) Each team will play a 57 game schedule, playing 3 games a week over 19 weeks. Playoffs commence in Week 20, last for 6 periods (2 weeks for each match-up). 4 teams from each conference will make the playoffs, 2 division winners and 2 wild card teams. The last place wild card team will play division winner with the best record. If there is a tie as to who makes the playoffs or seeding, the tiebreaker will be the total points scored by that team for the season. Each playoff game will last 2 weeks. NOTE: During playoffs, the 7 MAX pitching starts is enforced -- 7 MAX pitching starts PER week. NOTE: Draft Order every year is a reverse order of the previous year's standings FOR PLAYOFF TEAMS. Non-playoff teams will conduct a lottery to determine non-playoff draft order. NOTE: While tanking will not be tolerated, in striving to bring together 20 elite and dedicated owners, we are confident this will never be an issue. NOTE: Starting with 2010, a 2nd Chance Playoff will be used to determine the team picking first in the preseason draft. All teams not making the championship playoffs will participate in this 2nd Chance Playoff. The top four seeds in the 2nd Chance Playoffs will have a 1st round bye. Each round of the 2nd Chance Playoffs will be one week. Penalties: Penalties will be enforced for illegal line-ups of any form and for match-up infractions such as 7+ pitching starts a week. 7 MAX Starts: a penalty of -20 points will be enforced for every start over the 7 weekly MAX. Illegal Line-Ups: a penalty of -5 points will be enforced for every day of an illegal line-up. Waivers: The waiver order will be a locked Waiver Order. Throughout the season, teams/owners can add (via waivers) current MLB players, meaning guys drafted and/or signed by Major League teams (including their minor league systems) by the time we commence the CCL Draft or guys who have prior MLB service. No other player drafted and/or signed after we begin the draft can be acquired until the following year's draft. So in other words, an oversea, college, high school player, grade school, or little leaguer will not be allowed to be added during the season. The only exception to this rule occurs if/when a team DROPS a previously drafted player who happens to be an oversea, college, high school player, grade school, or little leaguer. In that case, the player can be added via waivers at any time. Trading: Trades will be automatic and will not be subject to any trade vote process. Starting in 2012, trading will be allowed before the 25 keepers are set. League dues for the following season must be paid in full before any trading is done. NOTE: While collusion will not be tolerated, in striving to bring together 20 elite and dedicated owners, we are confident this will never be an issue. Trading Draft Picks: Draft Picks can be traded, which may result in 2 scenarios: 1. A team might posses more than 15 draft picks, in which case they will be allowed to draft beyond a 40-man roster, however must make necessary cuts to that roster by Opening Day to arrive at a legal 40-man roster. 2. A team may wind up with less than 15 picks, and as long as they have enough picks to secure a required/minimum 30-man roster, this will be . If they don't have enough picks to achieve a 30-man roster during the draft, they will receive compensation picks occurring after Round 15 of the draft in order to achieve the minimum of 3-man roster. In each case above, ALL teams must have the minimum of 30 players rostered on Opening Day.
