Is being racist against the law?

It's not illegal to hold any specific belief. Someone can "be" a racist without violating any law.

Certain actions based of racism, however, are illegal.

So, for example, denying someone a job based on their race, or generally refusing to rent housing to someone based on their race (though there's an exception to even this for small enough complexes).

Engaging in certain types of expression based on race ("hate speech") is also illegal. It's legal for someone to say "I don't like [insert racial group here]." It's illegal to create a hostile environment - abuse, encourage harm, etc. - based on race, and racially motivated crimes are subject to increased punishment.
