I am considering launching a new dynasty league.

Settings would be
Season-long Roto 7x7
14 teams
$150-$200 annual dues plus split of Fantrax Premium league fee (add'l $5-6 per person)
Slow draft starting as soon as league is full and everyone pays. 
32 Majors + 25 minors rosters (for initial draft, cutoffs would be 130 ABs / 50 IPs...thereafter the cutoffs for minors eligibility would be 500 ABs / 200 IP)

I have a decent amount of interest in this already, but am only going to go forward if I can fill it with managers that seem 100% engaged, conscientious, reliable, and good to work with. I am going to be selective. Going to give myself through the weekend to do the exploratory gauging of interest, and will then make the call as to whether it's viable. Perhaps sooner if it goes well.

    Fantrax Treasury Department 

    Every season ALL league fees are due before any off season activity for your team begins. No trades, etc are allowed until the owner(s) have paid-in-full for the upcoming season. All fees for all owners are paid no later than January 1st. 

    Owner payouts to the winning teams will be dispersed as soon as the Fantrax Treasury allows for funds to be allocated ( as soon as the full season is complete ). 



    Inaugural League Draft + Future League Drafts 

    Our Initial league draft will be comprised of 2 parts. We have an initial draft of 32 rounds. This draft is for MLB players that have EXCEEDED the minor league allowance of AB's and IP established by league rules. The 2nd part of the draft is our 25 round prospect draft. Players eligible for this part of the draft are all players that have not yet reached the minor league graduating allowances established in real life baseball. 130 AB's / 50 IP (IF A PLAYER HAS EXACTLY 130 career ABs or 50.0 career IP, he will be part of the MINOR LEAGUE portion of the initial draft). 
    SIGNED International players at the time of draft date start are allowed. International players that have not signed by draft date start are NOT eligible to be drafted in this draft. . Both initial drafts are snaked. 

    Draft Order 

    To determine the draft order for the initial draft, I will use a random order generator via one of the various available common websites. We will use that order to allow managers to CHOOSE their draft positions. The person who gets #1 in the random order generator will choose his pick slot for the MAJOR league snake draft. #2 will choose next, and so on. Once these choices are all made for the majors draft, we will use the REVERSE of the random order generator for each manager to choose his MINOR league draft slot. The person who gets #14 in the random order generator (who got stuck with the last remaining majors pick slot) will have first choice of his pick slot in the minor league draft. Then #13 will choose, and so on. 

    The initial draft start time will be as agreed amongst the group once everyone is signed up and paid. 

    No trades are permitted during our Initial League drafts. 

    Beginning with the 2020 Season will hold our annual 5 Round first year player draft. Players eligible for this draft include the players in the most recent MLB draft class and International signed players. The draft order for each first year player draft will be the reverse of the prior season's final standings. The order will repeat for each of the 5 rounds (i.e. it WILL NOT snake).

    The 5 Round annual prospect draft will be conducted after the MLB holds its prospect draft, after the signing deadline. These drafts will also have a 12 hour limit. Owners do not have to make a pick in each round. Owners can pass on a round(s) if they already are at the 25 prospect limit on their roster. You cannot draft in excess of players that will make a team over 25 prospects. If you are at the limit, are on the clock, and would like to make a pick, you must drop a player before making the pick.

    International Players 

    Players that are signed as "International signings" will not be allowable for claims (this does not include former MLB players that played MLB ball and then went to a different league then return to MLB). These players are automatically defaulted to the next prospect draft that occurs. International players that have passed through at least one prospect draft and were not drafted or later subsequently dropped if they were drafted, will then be allowed to be claimed. 



    Regular Season Trading 

    Trade Deadline in-season: August 15th 11:59pm est. 

    Accepted trades that are in the queue to be processed will NOT be processed during MLB games in progress. The league Commissioner will process trades in the " off hours" of games not in progress or late at night after the days/night games have been completed. This will prevent from live player games stats being compromised. This will be the sole reason that all trades are to be approved by the commissioner. 

    Off-Season Trading 

    Trading resumes as our league season has been completed in it's entirety. 

    Draft Pick Trades 

    Draft picks for the current season will be issued on the first day of the new league year.  If you have paid for the new season, you will be allowed to trade your picks.  Once the draft is complete, you will not be given access to draft pick trading until the following offseason.  

    GM Trade Responsibilities

    Owners are encouraged to use their due diligence when seeking out trades. 
    Owners are to communicate back and forth when accepting and rejecting trade offers. 
    Keeping an open line of good sound communication between trading parties. 

    Trade Approvals 

    The league commissioner does not judge trades that are accepted between two owners. The Commissioner understands that trades consummated between owners is representative of each owners' team needs and desires. The Commissioner does not veto trades. 

    If a trade comes to fruition that smells foul to all owners the GM's and Commissioner, along with the trading parties can hold a discussion to determine the merit of trade in question. The Commissioner will require both parties to the agreed upon trade send out " the reasoning" behind the trade that was made. A final decision will be rendered by the Commissioner if enough merit is not established. 


    Legal / Illegal Roster Guidelines 

    Teams are to have legal status rosters at all times. This rule consists of regular season, and off-season. At NO time is a team allowed to have an illegal roster. 

    Owners are allowed to manage their lineup roster as the owners discretion. Owners cannot exceed roster constraints. Owners are NOT permitted to start minor league players THAT ARE NOT PLAYING IN THE MLB into their active lineup at anytime. This includes the off-season. 

    Active Roster 

    Teams start 24 players each day. 12 batters & 12 Pitchers ( SP/RP) . Players in active lineup must be on an MLB team roster. You can never at anytime start a minor league player that is not currently active on an MLB roster. 

    **1100 IP Minimum 
    **1900 IP Maximum 

    Reserve Roster 

    Teams can roster 6 players in reserves. Teams can roster any amount of players between batters and pitchers. Owners are not allowed to stash minor league players in reserve slots unless they are currently in MLB during the time you have them designated to active/reserve. 


    Minor League Rosters 

    Teams are allowed to roster up to 25 prospects. Prospect status is determined by 500 regular season At-Bats and 200 regular season Innings Pitched. 

    Teams are NOT permitted to roster minor league players in their active / reserve rosters if the player is NOT currently on an MLB roster. In other words, you cannot stash extra minor league players on your pro / reserve roster. The player(s) must be actively playing in the MLB if the player(s) are on your pro / reserve roster. 

    Minor League Call-ups / Send-Downs 

    Players that are AT or UNDER 500/200 constraint are allowed to be called up and sent down your active / reserve / minor league rosters. The caveat to this rule is that the player(s) must be on an MLB pro roster. 

    Players that graduated the league's minor league limit rule, are allowed to be sent back down to their minors section ONLY if the player's MLB club has sent the player back to the minors. 

    Non-compliance of this roster rule will result in roster being locked until roster adjustment is made. 


    Add / Drops

    Once a player is claimed via the claim option that team rotates to the bottom of the claim option. 

    Add / Drops Minor League Players 

    Minor league players are allowed to be claimed regardless of service time. If the minor league player is at 500/200 or under and is a free agent, the player is allowed to be claimed. 

    Add / Drops International Players 

    Players that sign with MLB clubs by way of "International Signing' are not allowed to be claimed UNLESS they have passed through at least one of our annual prospect drafts. If they have passed through one draft then they are viewed as free agents and allowed to be treated like a minor league add. 

    International Players that sign and have NOT YET gone through at least one prospect draft class are not allowed to be claimed. International signees default to the next prospect draft class upon signing with an MLB team. 


    Disabled List Guidelines 

    Teams are allowed to use as many as 8 DL slots. Players that are considered DTD (Day-To-Day) ARE eligible to be placed on IR. DL Players on leave due to personal reasons, et al and not on an MLB team disabled list are not allowed to be placed on DL. 

    Owners will have 1 day to remove player from DL status when the player is removed from their MLB teams DL list. 

    Non-compliance of rule will result in roster being locked until the violation has been resolved. 

    Once the off season begins ( the day after our end of season) all teams are to remove any/all players stored in their DL slots and make the necessary roster moves to accommodate the roster move. 


    Daily Lineup Settings Guidelines 


    Teams are to set lineups each single day of the MLB League season in our regular season and playoff season. Owners are allowed and encouraged to pre-set daily lineups in advance if owner is busy, on vacation or unsure if owner will have time to log-online for an extended period of time. 

    Penalties for Non-Compliant Daily Lineups 

    1) 3 consecutive days not setting lineups = Warning + Commissioner sets lineup to ensure scoring integrity until owner complies. 
    2) 5 consecutive days not setting lineups = loss of 1st round draft pick + Commissioner sets lineup to ensure scoring integrity until owner complies. ( Draft pick is released back to team if new owner is brought in). 
    3) 7 consecutive days of not setting lineups = Owner removal from league + Commissioner assumes full control of team roster until replacement is made, or the end of the season, whichever is soonest. 

    We are a daily lineup league. The single most damaging component to this league is owners not setting lineups in this format. This rule is strict and will be upheld by the commissioner. 



    Tanking is forbidden! 

    In addition, not setting your players on a daily basis is classified as tanking. Teams are required to set their lineup each day. The owner(s) may in fact be setting their lineup daily ( as required per league rules) but might not be setting active players. This is a problem and needs to be brought to the Commissioner's attention. 
    The Commissioner will send a warning to the owner in question for the owner to correct the behavior. 
    If the owner does not comply by the next lineup set ( next day ) , the commissioner will then set that owners lineup. If a resolution is not yet been established by owner in question then the owner will be extracted from league participation. Per lineup violation rules above. 

    Tanking is a serious offense and will not be tolerated. It violates the code of conduct and is unfair to all owners. 

    If a tanking situation is determined to exist and owner of tanking team does not rectify issue immediately upon commissioner request the tanking teams owner is in jeopardy of being removed from the league. 


    Future League Rule Amendments 

    League rule change / modification discussions will arise at various times throughout the history of the league. When an owner brings up a possible rule change or modification we as a league owner group can certainly have discussions to better enhance league play as situations arise. However, all league rule policy talk will occur in the off season to vote on possible implementation of various rule policies. At NO time will a rule change / modification ever take place during the course of any one season. 

    All league rule changes / modifications will require a 75% vote agreement to pass. Any voted policy that does not meet a 75% pass will not be granted. 

    Changes to the constitution in terms of rules will never be made solely by the commissioner without a vote being established and owners voting on policy. 


    Owner Replacement 

    In the event that we need to make an owner change at anytime - we will seek out the best qualified candidate to assume ownership of the franchise. This may include "during the season" play.


    Social Requirements

    Our league prides itself on being active and extremely competitive.  Managers will be screened prior to joining to the league ensure they are capable of participating and making decisions in a reasonable amount of time. This is not a set it and forget it league.  

    Every manager is required to join the league GroupMe, a commonly used app that allows everyone to communicate with each other (also accessible from your computer). We will use this for OTC (On The Clock) notification during drafts.  It will also allow managers to discuss trades with each other without disclosing personal information.

    Active team management is also required.  All trades requests made to you are required to be responded to within 48 hours unless prior notice is given. If a manager has not given notice, and has not responded to one of your trade requests, notify the league commissioner. The commissioner will reach out to them for an explaination.  The first offense will result in a verbal warning to the mananger.  The second offense will result in loss of their 1st round pick in the First Year Player draft.  The third offense will be removal from the league.
