Lamar Jackson led this league in scoring last year with 543 points. CMC was second with 532. Followed by Prescott, Winston, and Mahomes. Michael Thomas finished in the 7th slot. The next RB after Barkley was Aaron Jones. Right after him was Derrick Henry. Saquan Barkley finished all the way down at #41 (!!!). Why was that? Who should I draft at #2? Thank you.

Barkley. He's a big play waiting to happen, and should thrive in this format unless he gets hurt again.

Yes, you take Barkley.  With those rules, he's still going to be a dominate back.  Jackson may benefit from them, but I'm a firm believer that you can still get a quality quarterback in later rounds easier than you'll be able to a quality RB.
